What Is Nepal's Sovereign Wealth Fund?
A Sovereign Wealth Fund is a government-owned investment fund funded by surplus revenues or reserves — in Nepal's case, a portion of foreign exchange reserves which have been growing due to remittances. Instead of leaving reserves idle in low-yield accounts, the SWF invests them in higher-return assets.

The 3-Month Petroleum Reserve
Nepal currently has less than 30 days of fuel storage. When India or suppliers disrupt supply (as happened in 2015-16 blockade), Nepal faces immediate fuel crisis. The 3-month strategic reserve will be built through the Matrubhumi Kosh, providing a 90-day buffer against supply disruptions.
Diaspora Bonds — Tapping NRN Savings
Over 4 million Nepalis work abroad. Their combined savings in foreign banks are enormous. Diaspora Bonds allow an NRN working in Dubai, London, or Japan to invest their savings directly into Nepal's infrastructure and earn a government-guaranteed return — keeping capital within Nepal's economic orbit.
Credit Rating Push
Budget 2083 also targets improvement of Nepal's sovereign credit rating — currently unrated by major agencies. A credit rating makes foreign borrowing cheaper and signals financial credibility to international investors.
