The "Sakknele Chhodaun" Campaign
Nepal's social security system historically provided benefits to all citizens regardless of economic status — including well-off individuals who don't need them. This campaign asks those who can afford to, to voluntarily give up their government social security benefits, freeing resources for those who truly need support.
This is the first such voluntary means-testing initiative in Nepal's budget history. It avoids the political complexity of forced means-testing while achieving the same practical redistribution goal.

Why These 25 Districts?
Madhesh Province, Karnali Province, and Sudurpaschim Province have Nepal's highest rates of chronic malnutrition, stunting, and food insecurity. The Rs. 1,000/month allowance directly supplements household food budgets in Nepal's most food-insecure zones.
